百(bai)年(nian)大(da)(da)(da)計,教(jiao)(jiao)育(yu)為本(ben);教(jiao)(jiao)育(yu)大(da)(da)(da)計,教(jiao)(jiao)師為本(ben)。為深入貫徹落(luo)實黨(dang)的(de)十九大(da)(da)(da)精神(shen),造(zao)就黨(dang)和人民滿意(yi)的(de)高(gao)素質(zhi)專業化創新(xin)型教(jiao)(jiao)師隊伍,落(luo)實立德樹人根本(ben)任務,培養德智體美全面(mian)發展(zhan)的(de)社(she)會主義(yi)(yi)建(jian)設者和接班人,全面(mian)提升國民素質(zhi)和人力資源質(zhi)量,加快教(jiao)(jiao)育(yu)現代(dai)化,建(jian)設教(jiao)(jiao)育(yu)強(qiang)國,辦(ban)好人民滿意(yi)的(de)教(jiao)(jiao)育(yu),為決勝全面(mian)建(jian)成小康(kang)社(she)會、奪取新(xin)時代(dai)中國特色社(she)會主義(yi)(yi)偉(wei)(wei)大(da)(da)(da)勝利、實現中華民族偉(wei)(wei)大(da)(da)(da)復興(xing)的(de)中國夢奠定堅實基礎,現就全面(mian)深化新(xin)時代(dai)教(jiao)(jiao)師隊伍建(jian)設改革提出(chu)如下意(yi)見。

  一、堅(jian)持(chi)興國必先(xian)強(qiang)師,深刻認識教師隊伍建(jian)設的重要意義和總體要求(qiu)

  1.戰略意義(yi)。教(jiao)師承擔著傳播知識、傳播思想、傳播真理的(de)歷史使(shi)(shi)命(ming),肩(jian)負著塑造(zao)靈魂、塑造(zao)生命(ming)、塑造(zao)人(ren)的(de)時代重(zhong)(zhong)(zhong)任,是(shi)(shi)教(jiao)育(yu)發展(zhan)的(de)第(di)一資(zi)源,是(shi)(shi)國家富強、民族振興、人(ren)民幸福(fu)的(de)重(zhong)(zhong)(zhong)要(yao)基石。黨和(he)國家歷來高(gao)度重(zhong)(zhong)(zhong)視(shi)教(jiao)師工作。黨的(de)十(shi)八大(da)(da)以來,以習近平同志(zhi)為核(he)心的(de)黨中央將(jiang)教(jiao)師隊(dui)(dui)伍建(jian)設(she)擺在突出(chu)(chu)位置,作出(chu)(chu)一系列重(zhong)(zhong)(zhong)大(da)(da)決策部署(shu),各(ge)(ge)地區各(ge)(ge)部門和(he)各(ge)(ge)級各(ge)(ge)類(lei)學校(xiao)采(cai)取有力措施認真貫(guan)徹落實(shi),教(jiao)師隊(dui)(dui)伍建(jian)設(she)取得顯著成(cheng)就。廣大(da)(da)教(jiao)師牢記使(shi)(shi)命(ming)、不忘初衷,愛崗敬業、教(jiao)書育(yu)人(ren),改革創新、服(fu)務社(she)會(hui),作出(chu)(chu)了重(zhong)(zhong)(zhong)要(yao)貢獻(xian)。

  當今世界正處(chu)在(zai)大(da)(da)發(fa)展大(da)(da)變革(ge)大(da)(da)調(diao)整之中,新(xin)(xin)一(yi)輪科技和(he)(he)(he)工(gong)(gong)(gong)業革(ge)命正在(zai)孕育,新(xin)(xin)的(de)(de)增(zeng)長(chang)動能(neng)不(bu)(bu)(bu)斷積聚(ju)。中國(guo)(guo)(guo)特色社(she)會主義(yi)進入了(le)新(xin)(xin)時(shi)代(dai),開啟了(le)全面(mian)(mian)建設(she)(she)社(she)會主義(yi)現代(dai)化(hua)國(guo)(guo)(guo)家的(de)(de)新(xin)(xin)征程(cheng)。我國(guo)(guo)(guo)社(she)會主要(yao)(yao)(yao)(yao)矛(mao)(mao)盾(dun)已經(jing)轉化(hua)為人(ren)民(min)(min)日(ri)益增(zeng)長(chang)的(de)(de)美好(hao)生活需(xu)(xu)要(yao)(yao)(yao)(yao)和(he)(he)(he)不(bu)(bu)(bu)平(ping)衡不(bu)(bu)(bu)充分的(de)(de)發(fa)展之間的(de)(de)矛(mao)(mao)盾(dun),人(ren)民(min)(min)對公平(ping)而有(you)質量的(de)(de)教(jiao)育的(de)(de)向往更加(jia)迫切。面(mian)(mian)對新(xin)(xin)方(fang)位、新(xin)(xin)征程(cheng)、新(xin)(xin)使命,教(jiao)師隊(dui)(dui)伍建設(she)(she)還不(bu)(bu)(bu)能(neng)完全適(shi)應(ying)。有(you)的(de)(de)地(di)方(fang)對教(jiao)育和(he)(he)(he)教(jiao)師工(gong)(gong)(gong)作(zuo)重(zhong)(zhong)視不(bu)(bu)(bu)夠,在(zai)教(jiao)育事業發(fa)展中重(zhong)(zhong)硬件輕軟(ruan)件、重(zhong)(zhong)外延輕內涵(han)的(de)(de)現象還比(bi)較突出,對教(jiao)師隊(dui)(dui)伍建設(she)(she)的(de)(de)支持(chi)(chi)力(li)度亟須加(jia)大(da)(da);師范(fan)教(jiao)育體(ti)(ti)系有(you)所削弱,對師范(fan)院(yuan)校支持(chi)(chi)不(bu)(bu)(bu)夠;有(you)的(de)(de)教(jiao)師素質能(neng)力(li)難以適(shi)應(ying)新(xin)(xin)時(shi)代(dai)人(ren)才培養需(xu)(xu)要(yao)(yao)(yao)(yao),思(si)想政治素質和(he)(he)(he)師德水(shui)平(ping)需(xu)(xu)要(yao)(yao)(yao)(yao)提(ti)升,專業化(hua)水(shui)平(ping)需(xu)(xu)要(yao)(yao)(yao)(yao)提(ti)高(gao);教(jiao)師特別是(shi)中小學(xue)教(jiao)師職業吸引力(li)不(bu)(bu)(bu)足(zu),地(di)位待(dai)遇有(you)待(dai)提(ti)高(gao);教(jiao)師城鄉(xiang)結構(gou)、學(xue)科結構(gou)分布不(bu)(bu)(bu)盡合理(li),準入、招聘、交流(liu)、退出等機(ji)制(zhi)還不(bu)(bu)(bu)夠完善,管理(li)體(ti)(ti)制(zhi)機(ji)制(zhi)亟須理(li)順。時(shi)代(dai)越(yue)是(shi)向前,知識和(he)(he)(he)人(ren)才的(de)(de)重(zhong)(zhong)要(yao)(yao)(yao)(yao)性就(jiu)愈(yu)發(fa)突出,教(jiao)育和(he)(he)(he)教(jiao)師的(de)(de)地(di)位和(he)(he)(he)作(zuo)用就(jiu)愈(yu)發(fa)凸(tu)顯。各級黨委和(he)(he)(he)政府(fu)要(yao)(yao)(yao)(yao)從戰略(lve)和(he)(he)(he)全局高(gao)度充分認識教(jiao)師工(gong)(gong)(gong)作(zuo)的(de)(de)極端(duan)重(zhong)(zhong)要(yao)(yao)(yao)(yao)性,把全面(mian)(mian)加(jia)強(qiang)教(jiao)師隊(dui)(dui)伍建設(she)(she)作(zuo)為一(yi)項重(zhong)(zhong)大(da)(da)政治任務和(he)(he)(he)根本(ben)性民(min)(min)生工(gong)(gong)(gong)程(cheng)切實抓緊(jin)抓好(hao)。

  2.指(zhi)導思(si)想(xiang)(xiang)(xiang)。全(quan)(quan)面(mian)貫徹落實黨的(de)(de)(de)(de)十(shi)九大精(jing)神,以(yi)習近平新(xin)時(shi)代中國(guo)特色(se)社(she)會(hui)主義思(si)想(xiang)(xiang)(xiang)為指(zhi)導,緊緊圍繞統籌(chou)推(tui)進“五位一(yi)體”總體布(bu)局和(he)協調推(tui)進“四個全(quan)(quan)面(mian)”戰略布(bu)局,堅(jian)(jian)持(chi)和(he)加強黨的(de)(de)(de)(de)全(quan)(quan)面(mian)領導,堅(jian)(jian)持(chi)以(yi)人(ren)民為中心的(de)(de)(de)(de)發(fa)(fa)展思(si)想(xiang)(xiang)(xiang),堅(jian)(jian)持(chi)全(quan)(quan)面(mian)深化改革,牢固樹立新(xin)發(fa)(fa)展理念,全(quan)(quan)面(mian)貫徹黨的(de)(de)(de)(de)教(jiao)(jiao)育方針(zhen),堅(jian)(jian)持(chi)社(she)會(hui)主義辦學方向,落實立德(de)樹人(ren)根本(ben)任務,遵循教(jiao)(jiao)育規(gui)(gui)律(lv)和(he)教(jiao)(jiao)師(shi)成(cheng)長發(fa)(fa)展規(gui)(gui)律(lv),加強師(shi)德(de)師(shi)風建(jian)設,培養(yang)高(gao)素質教(jiao)(jiao)師(shi)隊伍,倡導全(quan)(quan)社(she)會(hui)尊(zun)師(shi)重教(jiao)(jiao),形成(cheng)優秀人(ren)才爭相從教(jiao)(jiao)、教(jiao)(jiao)師(shi)人(ren)人(ren)盡(jin)展其(qi)才、好(hao)教(jiao)(jiao)師(shi)不斷(duan)涌現的(de)(de)(de)(de)良好(hao)局面(mian)。

  3.基本原則

  ——確(que)保方(fang)向(xiang)。堅持(chi)(chi)黨(dang)管干部、黨(dang)管人(ren)才,堅持(chi)(chi)依法治(zhi)教(jiao)、依法執(zhi)教(jiao),堅持(chi)(chi)嚴格管理監督與激勵(li)關(guan)懷相結合(he),充(chong)分發揮黨(dang)委(黨(dang)組)的領導和把(ba)關(guan)作用,確(que)保黨(dang)牢牢掌(zhang)握教(jiao)師隊伍建設的領導權(quan),保證教(jiao)師隊伍建設正(zheng)確(que)的政治(zhi)方(fang)向(xiang)。

  ——強化(hua)保障。堅持(chi)教(jiao)育優(you)先(xian)發展(zhan)戰(zhan)略(lve),把教(jiao)師(shi)工作(zuo)置于教(jiao)育事業發展(zhan)的(de)重(zhong)點支(zhi)持(chi)戰(zhan)略(lve)領域,優(you)先(xian)謀(mou)劃教(jiao)師(shi)工作(zuo),優(you)先(xian)保障教(jiao)師(shi)工作(zuo)投入,優(you)先(xian)滿(man)足教(jiao)師(shi)隊(dui)伍建設需要。

  ——突出(chu)師(shi)德。把提高(gao)教師(shi)思(si)想政治素質和職業道德水平擺(bai)在首要位(wei)置,把社會主義核心(xin)價值觀(guan)貫穿教書育人(ren)全(quan)過(guo)程(cheng),突出(chu)全(quan)員全(quan)方位(wei)全(quan)過(guo)程(cheng)師(shi)德養(yang)成,推動教師(shi)成為先進思(si)想文化的(de)傳播者、黨(dang)執政的(de)堅定支持(chi)者、學生健康成長的(de)指導(dao)者。

  ——深(shen)化改革。抓住(zhu)關鍵環節,優化頂層設計,推動實(shi)踐(jian)探(tan)索,破解發展(zhan)瓶頸(jing),把(ba)管(guan)理體(ti)制(zhi)改革與機制(zhi)創新作為突破口,把(ba)提高教(jiao)師地位待遇作為真招實(shi)招,增強教(jiao)師職業(ye)吸引力(li)。

  ——分類(lei)施(shi)策。立足我國國情(qing),借(jie)鑒國際(ji)(ji)經驗,根據各級各類(lei)教(jiao)師(shi)的不同(tong)特(te)點和(he)發展實(shi)際(ji)(ji),考慮(lv)區域、城鄉、校際(ji)(ji)差異,采(cai)取有針對性的政策舉措,定向發力(li),重(zhong)視專業(ye)發展,培養一(yi)(yi)批教(jiao)師(shi);加大資源供給,補(bu)充一(yi)(yi)批教(jiao)師(shi);創新(xin)體制機制,激活一(yi)(yi)批教(jiao)師(shi);優(you)化(hua)隊(dui)伍結構,調配一(yi)(yi)批教(jiao)師(shi)。

  4.目標任務。經(jing)過(guo)5年(nian)左右努力,教(jiao)師(shi)(shi)培(pei)養培(pei)訓體(ti)(ti)系基(ji)本健全,職業發展通道比(bi)較(jiao)暢通,事(shi)權人權財權相(xiang)統一的教(jiao)師(shi)(shi)管(guan)理體(ti)(ti)制普遍建立,待遇提(ti)升保(bao)障機制更加完善,教(jiao)師(shi)(shi)職業吸引力明顯增強。教(jiao)師(shi)(shi)隊伍規模、結(jie)構、素質(zhi)能力基(ji)本滿足各級(ji)各類教(jiao)育發展需要(yao)。

  到2035年(nian),教(jiao)(jiao)(jiao)師(shi)(shi)(shi)綜合素(su)質、專業化水平和創(chuang)新能力大幅提(ti)升(sheng),培養造就數以(yi)百萬計(ji)的(de)骨干教(jiao)(jiao)(jiao)師(shi)(shi)(shi)、數以(yi)十萬計(ji)的(de)卓(zhuo)越教(jiao)(jiao)(jiao)師(shi)(shi)(shi)、數以(yi)萬計(ji)的(de)教(jiao)(jiao)(jiao)育家型教(jiao)(jiao)(jiao)師(shi)(shi)(shi)。教(jiao)(jiao)(jiao)師(shi)(shi)(shi)管理(li)體(ti)制機制科學高效,實現教(jiao)(jiao)(jiao)師(shi)(shi)(shi)隊(dui)伍治理(li)體(ti)系和治理(li)能力現代化。教(jiao)(jiao)(jiao)師(shi)(shi)(shi)主(zhu)動適應信(xin)息(xi)化、人(ren)工智(zhi)能等(deng)新技術變革,積極有(you)(you)效開展教(jiao)(jiao)(jiao)育教(jiao)(jiao)(jiao)學。尊師(shi)(shi)(shi)重教(jiao)(jiao)(jiao)蔚(yu)然成(cheng)風,廣大教(jiao)(jiao)(jiao)師(shi)(shi)(shi)在(zai)崗位上(shang)(shang)有(you)(you)幸福感、事業上(shang)(shang)有(you)(you)成(cheng)就感、社會上(shang)(shang)有(you)(you)榮譽感,教(jiao)(jiao)(jiao)師(shi)(shi)(shi)成(cheng)為(wei)讓(rang)人(ren)羨慕(mu)的(de)職業。

  二、著力提升(sheng)思想(xiang)政治(zhi)素質,全面加強師德師風(feng)建設

  5.加強(qiang)(qiang)(qiang)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)支(zhi)(zhi)(zhi)部和黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)員(yuan)(yuan)隊伍建(jian)設。將全(quan)面從嚴治黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)要求落實到每個教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)支(zhi)(zhi)(zhi)部和教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)員(yuan)(yuan),把(ba)黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)的(de)(de)(de)政治建(jian)設擺在首位,用(yong)習(xi)(xi)近平新時代中國特(te)色(se)社會主義(yi)思想武裝(zhuang)頭腦,充(chong)分發揮教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)支(zhi)(zhi)(zhi)部教(jiao)(jiao)(jiao)(jiao)育管理監(jian)督黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)員(yuan)(yuan)和宣傳引導(dao)凝(ning)聚師(shi)(shi)(shi)生(sheng)的(de)(de)(de)戰斗堡壘作(zuo)(zuo)用(yong),充(chong)分發揮黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)員(yuan)(yuan)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)的(de)(de)(de)先鋒模范(fan)作(zuo)(zuo)用(yong)。選優(you)配(pei)強(qiang)(qiang)(qiang)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)支(zhi)(zhi)(zhi)部書記(ji),注重選拔黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)性強(qiang)(qiang)(qiang)、業務精(jing)、有威信(xin)、肯奉獻的(de)(de)(de)優(you)秀黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)員(yuan)(yuan)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)擔(dan)任教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)支(zhi)(zhi)(zhi)部書記(ji),實施教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)支(zhi)(zhi)(zhi)部書記(ji)“雙帶頭人”培育工(gong)程,定(ding)期開展(zhan)(zhan)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)支(zhi)(zhi)(zhi)部書記(ji)輪訓。堅持黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)的(de)(de)(de)組織生(sheng)活各項制(zhi)(zhi)度(du)(du)(du),創新方式方法,增強(qiang)(qiang)(qiang)黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)的(de)(de)(de)組織生(sheng)活活力。健全(quan)主題黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)日活動制(zhi)(zhi)度(du)(du)(du),加強(qiang)(qiang)(qiang)黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)員(yuan)(yuan)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)日常(chang)管理監(jian)督。推(tui)進“兩學一(yi)做”學習(xi)(xi)教(jiao)(jiao)(jiao)(jiao)育常(chang)態化(hua)制(zhi)(zhi)度(du)(du)(du)化(hua),開展(zhan)(zhan)“不(bu)忘(wang)初心(xin)、牢記(ji)使命(ming)”主題教(jiao)(jiao)(jiao)(jiao)育,引導(dao)黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)員(yuan)(yuan)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)增強(qiang)(qiang)(qiang)政治意(yi)(yi)識(shi)(shi)、大局意(yi)(yi)識(shi)(shi)、核心(xin)意(yi)(yi)識(shi)(shi)、看齊意(yi)(yi)識(shi)(shi),自(zi)覺愛(ai)黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)護(hu)黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)為黨(dang)(dang)(dang)(dang)(dang)(dang)(dang),敬業修(xiu)德,奉獻社會,爭做“四有”好(hao)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)的(de)(de)(de)示(shi)范(fan)標桿。重視做好(hao)在優(you)秀青年教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)、海外(wai)留學歸國教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)中發展(zhan)(zhan)黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)員(yuan)(yuan)工(gong)作(zuo)(zuo)。健全(quan)把(ba)骨干教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)培養(yang)(yang)成黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)員(yuan)(yuan),把(ba)黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)員(yuan)(yuan)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)培養(yang)(yang)成教(jiao)(jiao)(jiao)(jiao)學、科研(yan)、管理骨干的(de)(de)(de)“雙培養(yang)(yang)”機(ji)制(zhi)(zhi)。

  配齊建強(qiang)(qiang)高等(deng)學校思想政治(zhi)工作(zuo)隊(dui)伍(wu)和(he)黨務工作(zuo)隊(dui)伍(wu),完善選拔、培養、激勵機(ji)制,形(xing)成一支(zhi)專職為主(zhu)(zhu)、專兼結合(he)、數量(liang)充足(zu)、素質優(you)良的工作(zuo)力量(liang)。把從事學生(sheng)思想政治(zhi)教育計入(ru)高等(deng)學校思想政治(zhi)工作(zuo)兼職教師的工作(zuo)量(liang),作(zuo)為職稱評(ping)審的重要依據,進一步增強(qiang)(qiang)開展思想政治(zhi)工作(zuo)的積極性和(he)主(zhu)(zhu)動性。

  6.提高思想(xiang)政治素質。加強(qiang)(qiang)理想(xiang)信(xin)念(nian)教(jiao)(jiao)(jiao)育,深(shen)入(ru)學(xue)習(xi)領會(hui)(hui)習(xi)近平新(xin)時代中(zhong)(zhong)國(guo)特色社會(hui)(hui)主(zhu)義(yi)思想(xiang),引導教(jiao)(jiao)(jiao)師樹(shu)立正確的(de)歷史觀、民(min)族觀、國(guo)家觀、文化觀,堅定中(zhong)(zhong)國(guo)特色社會(hui)(hui)主(zhu)義(yi)道路自信(xin)、理論自信(xin)、制度自信(xin)、文化自信(xin)。引導教(jiao)(jiao)(jiao)師準確理解和把握(wo)社會(hui)(hui)主(zhu)義(yi)核心(xin)價值觀的(de)深(shen)刻內涵,增強(qiang)(qiang)價值判(pan)斷、選(xuan)擇、塑造(zao)能力,帶(dai)頭踐行社會(hui)(hui)主(zhu)義(yi)核心(xin)價值觀。引導廣大教(jiao)(jiao)(jiao)師充(chong)分(fen)認識中(zhong)(zhong)國(guo)教(jiao)(jiao)(jiao)育輝煌(huang)成就,扎(zha)根中(zhong)(zhong)國(guo)大地(di),辦好中(zhong)(zhong)國(guo)教(jiao)(jiao)(jiao)育。
